Sealed Tenders are invited from the vehicle providers for hiring of vehicle the as per the requirement mentioned below in the schedule for Divisional office of Central Excise Commissionerate, Ahmedabad-II.

The interested parties are requested to submit their bids in two bid systems i.e. Technical bid and financial bid separately.
The tender documents containing Terms & Conditions can be obtained from the Superintendent (Administration) in the Office of the Commissioner of Central Excise, Ahmedabad-II, first Floor, “Customs House”, Navrangpura, Ahmedabad – 380009, during working day or can be downloaded from the Website : www.centralexciseahmedabad2.nic.in.
Last date for submission of Tenders to the Office of the Commissioner of Central Excise, Ahmedabad-II is 17.12.2009 up to 11:00 Hrs. No tender will be accepted or considered after the last date i.e. 17.12.09 after 11.00 hrs. The bids will be opened on 21.12.2009 at 15.00 Hrs.

Sub:- Hiring of vehicles by the Central Excise Commissionerate-II, Ahmedabad.

Commissioner of Central Excise, Ahmedabad-II Commissionerate invites quotations in sealed covers from reputed parties latest by 11:00 Hrs. on 17.12.2009 for hiring of one vehicle preferably Non-AC Tata Indico or similar car for Divisional Office of Central Excise, Ahmedabad-II to be used up to 20-30 days subject to maximum of 2000 Kms. in a month for the period from 1.1.2010 to 31.3.2010 .
The bid shall consist of two parts – Technical bid and financial bid. Both the bids are to be placed in two separate sealed envelopes (clearly super scribing “Technical Bid” and “Financial Bid”) which in turn are to be placed in one sealed cover. The Bids of all the parties whose financial bid is not in a separate sealed cover or the rates quoted by them find mention in their Technical Bid shall be rejected forthwith. The Financial Bids of only those parties shall be opened whose Technical Bids are found to be eligible while the disqualified bidders’ financial bid shall be returned unopened.
Last date for submission of Tenders is 17.12.2009 up to 11:00 Hrs. The bids will be opened by the Committee on 21.12.2009 at 15:00 Hrs in the office of the Commissioner of Central Excise, Ahmedabad-II, Custom House, Navarangpura, Ahmedabad – 380 009.
THE TERMS AND CONDITIONS ARE AS UNDER :-
1. The contract period is from 01.1.2010 to 31.12.2010
2. The models of the cars should be 2007 and onward.
3. There should not be any scratches or any type of damage on / in the cars.
4. There should be at least two sets of white covers, towels and napkins. It should be changed every week.
5. There should be an air spray in every car.
6. Gas kits are not allowed as a fuel in any car.
7. The car must be owned by service provider. There should be permanent driver throughout the year.
8. Driver should have knowledge of roads of the Ahmedabad atleast.
9. The residence of the driver must be in the Ahmedabad only.
10. Driver must be in the proper uniform only.
11. The cars will be kept neat and clean and in perfect running condition with shining body and clean interior with good upholstery.
12. In case the condition of the vehicle is not found to be satisfactory, it will be returned for immediate replacement. In case no replacement is provided on time, this office would have a right to hire a vehicle from the market and the additional cost incurred by this office will have to be borne by the service provider.
13. The service provider would ensure that the driver employed have valid driving license. The vehicle should be registered with the concerned authority of Central / State Govt. The service provider shall provide a certificate to this effect. The driver of the vehicle provided must follow traffic Rules, and other regulations prescribed by the Govt. from time to time.
14. The service provider should have an adequate number of telephones, so that it can be contacted any time. The driver, shall observe all the etiquette and protocol, while performing the duty & shall be neatly dressed, should wear proper uniform & must carry a mobile phone in working condition, for which, no separate payment shall be made.
15. The billing will be done on monthly basis. The same will be checked and verified by the PRO, Hqrs. Office, Ahmedabad-II. Bill should preferably be preferably typed and should submit in triplicate, to the P.R.O in the 1st week of every month.
16. A daily record, indicating time and mileage for each vehicle, shall be maintained in a log book and log book shall be submitted to the public Relation Officer (P.R.O.) in Central Excise Commissionerate, Ahmedabad-II, regularly for scrutiny.
17. The drivers should not be changed frequently while providing the service unless requested by the Central Excise, Ahmedabad-II Commissionerate. The vehicle must be available at any time, on any day, as per the requirement of the concerned officer.
18. The Central Excise, Ahmedabad-II Commissionerate shall be liable to pay the hiring charges only. Contract charges include monthly charges of driver, maintains of vehicle petrol / diesel / oil etc.
19. In case of breakdown of any vehicle during the duty hours, it shall be the responsibility of the service provider to replace the vehicle immediately. In case vehicle does not report on time/does not report at all, this office would have a right to hire a vehicle from the market and the additional cost incurred in doing so, will be borne by the service provider.
20. The vehicle should have a comprehensive insurance to cover the risk during the contract period. In case of any accident, all the claims arising, out of it, shall be met by the contractor.
21. In case of any dispute of any kind and in any respect whatsoever, the decision of Central Excise, Ahmedabad-II Commissionerate shall be final and binding.
22. The vehicles will be required to run anywhere within the territory of India as and when the Commissioner of Central Excise, Ahmedabad-II so desires.
23. Regarding the vehicle timings, the service provider operator will not pass on the instructions directly to the driver concerned. All the instructions should be routed through the Superintendent / Pubic Relation Officer.
24. Vehicle should be utilized during the period from 0900 hours to 2000 hours; however the vehicle will be utilized for preventive work or in case of an emergency without bringing to the knowledge of the service provider.
25. Vehicle should be kept with sufficient stock of fuel. However, in case of any emergency, if any officer refuels on payment, from his pocket, the same should be reimbursed by the service provider on production of the bill immediately.
26. The service provider should never approach the officer to whom the vehicle would be attached. If the service provider requires to contact for any reason he should contact the PRO only.
27. If any of the above mentioned terms & conditions are violated during the work contract, the Central Excise Commissionerate, Ahmedabad-II reserves the right to discontinue the contract without assigning any reasons thereof.
